Existing and New Responsibilities for Managing Groundwater Use in San Diego County


Abstract:

Nearly 2,750 square miles of the County are totally dependent on groundwater resources, which provide the only source of water for less than 50,000 residents.  Since 1991, the County has regulated groundwater dependent discretionary projects such as residential subdivisions or major use permits through the San Diego County Groundwater Ordinance which contains residential density controls, groundwater investigation requirements, and well testing requirements.  The California Environmental Quality Act further requires projects to analyze cumulative and direct impacts to groundwater resources and to include mitigation measures to reduce any potentially significant impacts.  Some major use permits have ongoing groundwater monitoring and water use limitations while most other projects once approved have no limitations on groundwater pumping.

In September 2014, Governor Brown signed into law the Sustainable Groundwater Management Act which provides a state framework to regulate groundwater for the first time in California history.  The law’s intent is for local agencies to develop and implement groundwater sustainability plans to achieve sustainability within a 20 year timeframe.  The law requires 127 of California’s 515 alluvial basins to be managed with authorities to meter individual wells and limit groundwater pumping as necessary to achieve sustainability.  San Diego County contains four of the basins including Borrego Valley, San Luis Rey Valley, San Pasqual Valley, and the San Diego River Valley basin.  

Cost:

$30 for members, $35 for non-members, add $5 if reservation is not received by 5pm the Friday before. Online registration will end at noon on the Monday before the event. Walk-ins with no reservation will be charged an extra $10 and be asked to wait until those with reservations are seated.

Speaker Information:

Mr. Bennett has worked for the County of San Diego for the past 10 years and is responsible for maintaining the County’s groundwater, geology, and mineral resource regulations, policies, and procedures.  In addition, Mr. Bennett reviews groundwater supply investigations for development projects within the unincorporated portion of the County and maintains the County’s groundwater monitoring network.  Mr. Bennett manages the County’s surface mine enforcement program and processes mine permits in accordance with the Surface Mining and Reclamation Act and other applicable regulations.  Prior to joining the County, Mr. Bennett previously worked for seven years as an environmental consultant.
